Intended to support the Australian Government's 2009 National Early Childhood Development Strategy, this document outlines a process for developing an indicator-based reporting framework for early childhood development that enables the measurement of progress against the strategy's outcomes framework. The process involved reviewing existing frameworks, identifying key indicator areas through an extensive indicator mapping process, reviewing literature on early childhood development and outcomes, developing conceptual models to count the relationships between indicator areas and outcomes, and consulting with key experts and stakeholders.
