This report articulates lessons learned from responding to the HIV epidemic on the importance of a human rights-based approach to ensuring effective and proportionate response to epidemics. Key takeaways are the need to have a community-centered and informed response that embraces solidarity, prioritizes the most vulnerable, and empowers people to protect themselves by eliminating barriers they face in accessing care, including stigma and discrimination.
